* New Runeguard shoulder items are available on the World Event merchant.

* You may now transfer alt characters to shards that are no longer on the transfer list if you already have a character of level 40 or higher on the destination shard, and the alt character was created prior to the launch of the character transfer system. Guild leader characters being transferred via this method CAN NOT transfer their guild to the closed shard.
* Added a confirmation popup for guild leaders transferring their guild to notify them that in-progress Raid instances cannot be continued on the new shard, and members locked to incomplete instances will need to wait until the weekly reset.

* New vendors in Sanctum and Meridian now sell vouchers for all different types of rare and epic planar currencies. These vouchers are Bind-On-Account and can be traded to your other characters. Each voucher costs 1 of the appropriate currency plus some Planarite, and can be consumed by another character to gain 1 of the currency chosen.
* Added a new camera option (default: on) to make the camera angle collide with the surface of water while swimming.
* Also prevented the camera from intersecting with the water surface and making it very difficult to actually see.
* Grandmaster Antiquarian now properly counts artifact collections turned in prior to the 1.3 update.
* Fixed the Auction House accidentally posting auctions you’re editing after you’d previously used the Enter key to create an auction.
* Chloromancer: Stream of Reclamation: Fixed the ugly VFX bug on this spell.
* Scarwood Reach hunt targets no longer disappear when a Rift opens nearby.
* Saga of the Endless: Intercepting the Spellbook: Correctly updates in Reclaimer’s Hold, rather than Meridian.
* Some falling Achievements will no longer trigger in odd and unexpected areas.

* Adjusted several abilities used by the boss in the zone event, Waves of Madness.
* The Exalted Barnacle Encrusted Torc is now available to Warriors on the event merchant.

* If It Slithers, Kill It: Not actually a guild quest.
* Removed the quest ‘Divulging the Deep’, which was being incorrectly offered.
* Dire Threat, Grave Consequences: You may now get credit for defeating the targets of these quests without having to be the one to use the summon object.
* Audio: Added awesome ambient stormy noise throughout the event.

* Your characters will no longer be exposed to Exposed from NPCs. That’s right – no more stacking snare when trying to run through mobs!

* Daily withdraw limits from the Guild Bank will reset at the same time as daily quest resets.
* Freemarch: I Heard a Storm Was Coming: Trial users can now complete this quest.
* Did a cleanup pass of zone event quest and objective text.

* Daily open-world PvP quests in Stillmoor, Iron Pine Peaks, and Shimmersand now require targets to be at least green con or higher to give credit.
* Greater Recon Vials no longer cancel their effects after respawning.

Emphasis above is a small bit of editorial flare. All praise the Hartsman.

* Corrected the level 50 Defiant version of Dire Threat so it properly spawns the quest item. Tzzik’Click has also been tuned so he’s not so beastly for players on the lower end of the Shimmersand quest.
* Stopping the Flood: Players now only need to close 2 Rifts to complete this quest.
* Drowned Corpses should more reliably give their loot items.
* When world event quests are no longer available due to a change of event phases, they will be auto-completed if you still have them in your journal.

* World PvP Dailies: Fungal Proliferation and Fungus of Mass Destruction have their quest requirements reduced to 14.
* Fixed PvP guard aggro – guards will now assist if the initiator of an attack is at range. Guards will also not aggro players who are defending themselves against someone who attacked them first. You will not be attacked by guards for running a beneficial aura ability on a group member who becomes aggro to them.

* Fixed a case where sometimes the zone boss would not spawn for Ancient Wardstones in Scarlet Gorge, Scarwood Reach, and Droughtlands.
* Freemarch: Ark of the Ascended quests that involved spending time underwater have been removed. Characters who still have these quests will still be able to complete and turn them in!
* Iron Pine Peaks: A Meeting of Interest: Moved the higher level Abyssal Runeslayer away from the quest targets in Dayblind Hollows.
* Mathosia: Fixed players failing to teleport to Silverwood if they crashed or disconnected just after shattering the Shade of Regulos.

* Instance lockouts are now transferred with characters. Incomplete instances are not saved, however, so two characters with a shared instance lockout that transfer to the same new shard will not have the same saved incomplete instance.
* Added an additional warning for characters attempting to leave a guild that has already been transferred.

* Fixed the main map appearing all black when zoomed out on certain hardware.
* Warfronts: Allow mixed Warfronts to start with solos, duos, and premade groups after a number of non-premade matches are started. This should help with the extra long wait times for premade groups on some shards.
* Guilds that are in the process of forming cannot interact with Guild Bank features.
* Take two on being able to change targets while stunned – now also includes Transmogrify, Incapacitate, and Fear.
* Fixed a bug where some tier 2 Expert LFD queued players were asked to fill roles they didn’t actually have Tier 2 gear for.
* Riftstalker: Flashback: Using this ability no longer forces you to face south, and leaves you facing whichever direction you were when initiating the teleport.
* Re-fixed Wine compatibility with RIFT.

* Beefed up the NPC support of the Freemarch and Silverwood zone events.
* Gave a population pass to roadwasy and areas with overly dense mobs in Silverwood, Freemarch, Stonefield, Stillmoor, and Scarlet Gorge.

* Weakened Ward: Now drops quest items for all members of a group.
* Dying and respawning inside the church no longer prevents you from leaving the building.

* The ‘Shell’ daily quests will be ending with the start of Waves of Madness – Phase 2 on 6/28/11. Don’t worry, there are more new quests coming up with the new phase!
* Swift Action will remain completable throughout Phase 2 of Waves of Madness.
* Reduced the level of Abyssal Infiltrators in Sanctum and Meridian to 10.
* Abyssal Runeslayers now drop 10 Rune King Seals rather than 1.
* The rare Rift drops for Waves of Madness now correctly drop only from Rift and Invasion content which is at least green difficulty or higher to your character.
* Something Fishy: Abyssal Infiltrators no longer drop loot so their corpses despawn much more quickly.
* Broken Weapon Fragment: You can now accept the quest from this item even if you are above the quest’s level. The various Broken Weapon Fragment items now indicate the quest level in their tooltip.
* The Essences available from the event merchant are now flagged as Unique Equip instead of Unique Equip-Family. You can have more than one of the type equipped as long as they are not identical items.
